EU Textile EPR: Producer Responsibility and Eco-Contributions on Apparel and Footwear

Overview

Several EU member states have or are introducing extended producer responsibility for textiles and clothing. In France, Refashion (formerly Eco TLC) has been in place since 2008 and applies eco-contributions (visible or integrated in producer costs) on apparel, household linen, and footwear. Amounts vary by product type (e.g. €0.03–€0.30 per item). The Netherlands, Sweden, Hungary, Spain, and Italy are launching or expanding textile EPR (2023–2026). The EU Waste Framework Directive revision envisages mandatory EPR for textiles across the EU. Online sellers placing textiles on the EU market may need to register and pay into national schemes; costs are often passed through in pricing.
