Overview
Romania launched its national deposit return system (Sistemul de Garanție-Returnare, or SGR) on November 30, 2023, administered by RetuRO. The system covers non-refillable beverage packaging (glass, plastic, and metal) with volumes between 0.1 and 3 liters, including beer, soft drinks, water, juices, wines, and spirits. Consumers pay a 0.50 RON deposit at purchase and receive it back when returning containers at collection points or reverse vending machines. By mid-2024, the system had achieved a 50% collection rate with over 862 million packages returned and 75,000 economic operators registered. The 2024 target is 65%, increasing to 85% for glass and 90% for plastic/metal from 2026.
