Overview

Several U.S. states require retailers to collect a mandatory per-unit recycling fee on mattress and foundation sales. These fees fund the Mattress Recycling Council (MRC) programs that collect and recycle discarded mattresses. Fees must be separately stated on invoices and are not refundable to the consumer.

Enforcement

Retailers who fail to collect mandated mattress recycling fees may face state enforcement actions and fines. Each state program has its own compliance and audit provisions.
