Overview
France introduced a tax on sugar-sweetened beverages in 2012. The tax uses a three-tier structure based on total sugar content per hectoliter. As of the 2025 budget, rates were substantially increased: under 5kg sugar €4/hL, 5–8kg €21/hL (tripled from €7.30), and over 8kg €35/hL (nearly doubled from €17.70). The tax applies to colas, fruit beverages, cocoa, coffee, tea, syrups, lemonades, tonics, and certain milk-based drinks. It is paid by producers and importers and is typically reflected in retail prices. The tax also covers synthetic sweeteners at increased rates. Online merchants selling affected products into France need to ensure their supply chain has accounted for the tax.
