EU PPWR: Packaging Waste Reduction, Reuse, and Recycling Targets

Reference for the EU Packaging and Packaging Waste Regulation (PPWR), which sets targets for reducing packaging waste, increasing reuse, and mandating recycled content. Applicable from August 2026.

Overview

The Packaging and Packaging Waste Regulation (PPWR) harmonizes EU rules on packaging across the full life cycle. It aims to reduce packaging waste per capita by 5% by 2030, 10% by 2035, and 15% by 2040 (vs. 2018). Reuse targets include 40% for transport packaging and 10% for beverage packaging by 2030. Recycled content requirements for plastic packaging range from 10% to 35% depending on packaging type. The regulation affects e-commerce packaging, single-use plastics, and EPR obligations. Producers and importers may face higher compliance costs that can be passed through. The regulation entered into force on 11 February 2025 and applies from 12 August 2026.
